

The Pipeline and Hazardous Materials Safety Administration (PHMSA) has published a proposed rule that would establish integrity management requirements for gas distribution pipeline systems. The DIMP Rule will require distribution system operators to develop a written plan that addresses how each of the seven DIMP elements will be implemented within the organization. These elements include a written plan that addresses knowledge of the infrastructure, identification of threats, assessment of risks, mitigation of risks, performance monitoring and periodic reporting. The new DIMP rule is expected to become official by late 2009 or very early 2010.
The American Society of Mechanical Engineers (ASME) first published the B31Q task standard in September 2006. This standard establishes the requirements for developing and implementing an effective Pipeline Personnel Qualification Program (OQ program) utilizing accepted industry practices. The standard also offers guidance and examples of acceptable practices to meet selected requirements; and specifies the requirements for identifying covered tasks that impact the safety or integrity of pipelines, for qualifying individuals to perform those tasks, and for managing the qualifications of pipeline personnel. The ASME is expected to publish a revised edition of the B31Q standard in the first half of 2010.
